David Bonelli | Counsel for Powering America’s Commercial Transportation (PACT)
David Bonelli serves as legal counsel to PACT where he manages policy and regulatory engagement for the association's advocacy to advance reliable and accessible medium/heavy duty zero emission vehicle charging infrastructure. David is a legal partner in the Autonomous and Connected Mobility Group at Venable LLP law firm in Washington, D.C. He focuses his practice on complex legal and policy issues surrounding autonomous mobility, electric vehicle transportation, connected vehicles and micromobility. David's legal work includes serving in the Office of Chief Counsel for the National Highway Traffic Safety Administration (NHTSA), U.S. Department of Transportation (DOT), where he drafted and advised on administration policies, legislation, and rulemaking for highway and motor vehicle safety issues. During his tenure at NHTSA, David was responsible for representing the agency on oversight, regulatory, budget, and strategic transportation legal and policy matters. He also served as counsel on a detail to the U.S. Senate Committee on Commerce, Science and Transportation, where he assisted in drafting and negotiating surface transportation safety and infrastructure legislation, such as the Moving Ahead for Progress in the 21st Century Act (MAP-21).
